全国出版物发行标准化技术委员会简介

 全国出版物发行标准化技术委员会（以下简称“发行标委会”）于2004年成立，并于2010年经国家标准化技术管理委员会批准，成为国家级标准化技术委员会（SAC/TC 505）。

发行标委会是负责全国出版物发行标准化技术归口工作，从事国家标准起草和技术审查等标准化工作的非法人技术组织。由国家标准化管理委员会领导，国家新闻出版署负责业务指导，中国书刊发行业协会承担发行标委会秘书处工作，并负责日常管理。

发行标委会秘书处是发行标委会的常设机构，负责发行标委会的日常工作。委员分别来自出版物发行行业政府主管部门、出版单位、发行企业、行业协会、科研机构、高等院校、专业技术公司、图书馆及相关领域的有关单位等。

发行标委会主要负责组织出版物发行专业领域相关的国家标准、行业标准以及团体标准的制修订、宣贯、实施和培训等标准化工作，其中包括出版物发行术语、出版物发行信息分类与编码、出版物发行物流技术、出版物发行电子商务、出版物发行业务流程和作业规范、出版物发行服务及管理等方面标准制修订。旨在完成支撑出版物现代流通体系建设的基础性关键性标准制定，建立健全与国际接轨的出版物发行标准体系，基本满足行业发展建设需要，提高发行标准应用对行业效益贡献率。

2017年7月21日，原国家新闻出版广电总局（新广出函【2017】194号）批准中国书刊发行业协会作为第二届全国出版物发行标准化技术委员会秘书处承担单位。2018年至今制定并发布了22项标准：其中国家标准3项，行业标准15项，指导性技术文件2项，软课题2项。正在报批审核的国家标准有1项及1项国家标准立项。范围涉及了信息分类代码、电子单证、发行单证、信息交换和管理等方面标准，实现了发行标准从无到有，并初步建立出版物发行标准体系。

Brief introduction to National Technical Committee 505 on Publication Distribution of Standardization Administration of China(SAC/TC505)

National Technical Committee 505 on Publication Distribution of Standardization Administration of China(SAC/TC505) was established in Sep, 2010 under the authorization of Standardization Administration of the People's Republic of China. SAC/TC505 is a technical organization exercising the standardization in publication distribution in China, dedicated to technical solutions, under the lead of Standardization Administration of China and guided by General Administration of Press and Publication of the People's Republic of China. China Book and Periodical Distribution Association is in charge of the Secretariat and daily operation of SAC/TC505.

Secretariat is a standing body responsible for daily operation of SAC/TC505. It consists of members from the government agencies in publication distribution industry, publishing bodies, distribution corporations, academic institutes, universities, technical support companies, libraries and other related organizations.

SAC/TC505 is responsible for drafting and revising the standards of publication distribution, including professional terms, classification and coding, logistic technology, e-commerce, business process and operation specification, service and management. SAC/TC505 is intended to develop standards that are fundamental and essential to the framework of modern publication circulation system, to construct and improve a publication distribution standard system acting on international convention, to fully serve the development of industry, and to enhance the benefit standards implementation contributes to the industry.

The State Administration of Press, Publication, Radio, Film and Television approved China Book and Periodical Distribution Association as the secretariat of the second SAC/TC505(File [2017]No.194). Since 2018, it has issued 22 standards, including 3 national standards, 15 industry standards, 2 technical guidance file. 2 soft subjects. All the standards are concerning information classification code, operation specification, distribution documents, information exchanging and management, etc. SAC/TC505 initialed the standardization of publication distribution and took the first step of the construction of publication distribution standards system.
